University without border

Paraná State has around 10 millions inhabitant, into 399 municipalities distribute on 10 areas called “mesoregião”. Analizing under social dimension all this areas where the Human Development Index – HDI is in criticized situation (as Ortigueira town where the life expectance it was eight years less than the other citizens inhabitants of the state), the program University without border carry out the propositions and selection of each project, wich is developing public policies and spread out knowledge for the low  income citizens.

University without border is actually the most important extension university program in Brazil. Create in the South region of the country, in the state of Parana, it was building and developing through the State Secretary for Sciences, Technology and Higher Education - SETI, managed by the Secretary Lygia Pupatto, since 2007, and it has included 120 municipalities which represents about 30% of the towns in the whole state.

Working with multidisciplinary team formed by instructs and newly qualified professionals plus students from public colleges and universities of the Parana state, on one hand and with many different kind of associations in another either different level of education, cooperatives and social movements, it was occurring 164 projects at begin.

University without border is the program that came to improve the relations between public institutions and higher education ordered to politic policies riding regional development and social inclusion of vulnerable economically population.

Few more than €4 millions was the initial budget that the University without border program invests through the understanding that public policies in an integrate shapes should raise proposals and actions. The program at beginning works in four areas, and recently covers more three with join ways, in order to improve job-creating/income, education and social rights effectiveness.

Managing different levels of competencies and having as challenger the laws and legislatives procedures and interpretantions, the program is working in order to include the low income citizens in their rights and share the best of knowledge into their lifes.

University withou border program has as mainly objectives: social inclusion, capacitation and access to the dairy routine in the productions and education process from the better technology knowledge grown in the academic institutions, wich many competences are appling on different areas and levels covering social, formation and production issues.
  • Social Rights Incubator is a front line experience in the universities today. It brings the spread projects which clarify and apply the Brazilian Legislation to thepopulation in a social vulnerability considered textual progressive in many points, however with limitations.
  • Degrees Courses Support encourage the interactions for a deeply relationship between Elementary, Middle School and Higher Education.
  • Familiar Agriculture Support attend the agriculture demands for technology and innovation.
  • Milk and Cattle Raising focus priority of the actions in projects, keeping production capabilities to aggregate value to cattle raising production. It supports the cattle farmers demand for technology.
  • Enterprise Technological Extension enlarge and disseminate technological innovations for social groups and yours small or micro enterprises, cooperatives or associations, improve job-creating/income.
  • Agroecology Productions Support and advise the techological demands in order to improve on the productive process to conversion the conventional productions forms to agroecosystems.
  • Cultural Dialogues deal with actions wich reconize the artistic expressions diversity in a different areas of the knowledge join groups or comunities that became invisible and silently under economic pressions and discriminatory process with comunities in exclusion situation, as example the native indians, remaining niger comunities of old slaves.

Unfinished Results
With no easy results to measure in a quantitative way yet, still it start to become visible either inside the institutions participants as in the areas that the projects are in progress into the areas the project is working, not only for the demand but special for the approach. After two years the University without border program maintain 100 of the initial projects adjusted, and include more 289 projects contemplating also the new areas and growing the budget in more € 15 millions, at this time covering 280 municipalities, which represents 70,1% of the Parana state.

The results showed us until now makes State Secretary for Sciences and Technology and Higher Education belives in the meeting between university teams and
the low income comunities is changing the both lifes.

Still adding to the mentioned objectives the necessity of incentive and foment to arise production and inovation process, supported by sustainability and equitability
pratices in social, economical and cultural dimensions extend our most valiable capital: the knowlegde.
